Christophe NUTTALL, en retraite des Nations Unies (UNITAR, PNUD), après avoir créé en 2011, la Fondation R20 - Régions d'action pour le climat depuis, suite aux échanges entre le Gouverneur de la Californie Arnold Schwarzenegger et le Secrétaire Général des Nations unies Ban Ki Moon, puis son Directeur Exécutif de 2012 à 2021, est maintenant conseiller principal de la Fondation. Dans le cadre de ses fonctions, il a réussi à mettre sur pied le premier fonds mondial privé d’investissement mixte (Sub national Climate Fund à hauteur de 750 M$USD) à l’intention des collectivités territoriales des Pays en voie de Développement pour leurs infrastructures vertes, contribuant aux Objectifs du Développement Durable (ODD) en général, de l’Accord de Paris (COP 21) en particulier. Grâce à ce premier succès d’autres facilités d’investissement sont en cours d’élaboration : PAMEX (Plan Méditerranéen Exemplaire 2030 – initiative du Président Macron) Local Investment Finance Facility pour la Méditerranée (PLIFF) avec l’Union pour la Méditerranée (UPM) et l’équivalent pour l’Afrique de l’Ouest avec la BOAD (Banque de Développement d’Afrique de l’Ouest).

Il a, auparavant (2005 – 2011), été directeur du Hub pour les partenariats innovants au Programme des Nations Unies pour le Développement (PNUD), au sein duquel il a coordonné la relation des autorités locales/régionales avec le système des Nations unies. A ce titre, Il a développé un certain nombre d'initiatives, telles que l'approche territoriale du changement climatique (TACC), qui vise à tracer une nouvelle voie de développement à faible émission de carbone au niveau infranational, avec une reconnaissance officielle du rôle des collectivités territoriales par les États Parties des Nations Unies. Il a entre autres permis, à Marseille (sous présidence de Michel Vauzelle), la création de ORU-FOGAR avec les appuis de plusieurs présidents de régions françaises et internationales.

En outre, Christophe NUTTALL a monté au sein de l'Institut des Nations unies pour la formation et la recherche  UNITAR: 1993 – 2005) le réseau CIFAL (plus de 20 centres de formation dans le monde pour les autorités locales sur les thèmes de la planification urbaine, la gestion des déchets et de l’eau). Il a également lancé l'initiative internationale de multi partenariats public – privé sur l'accès aux services de base, adoptée lors du Conseil d'administration d'ONU-HABITAT en 2007. L'initiative a ensuite été adoptée par l'ECOSOC en 2009, ce qui a conduit à l'inscription de l'accès à l'eau sur la liste des droits de l'homme en 2011.

Il a, auparavant, travaillé comme ingénieur spatial au CNES (Centre National d’Études Spatiales) et a été conseiller scientifique au sein du ministère français des affaires étrangères (1990 - 1992) pour la création de l’Observatoire du Sahel et du Sahara, initiative du Président François Mitterrand et du Chancelier Helmut Kohl.

M. Nuttall est titulaire d'un diplôme d'ingénieur écologiste (Université de Rouen – 1986) et d'un doctorat en géographie du développement (Université de Rouen – Paris Sorbonne – 1989).

Sur un plan privé, Christophe Nuttall a battu le record d’altitude en cyclo tourisme : Pérou 1981 altitude 5000 mètres. Sportif  en ski et plongée sous-marine.

Christophe NUTTALL, retired from the United Nations (UNITAR, UNDP), after having created the R20 Foundation - Regions of Climate Action in 2011, following exchanges between California Governor Arnold Schwarzenegger and UN Secretary General Ban Ki Moon, then its Executive Director from 2012 to 2021, is now Senior Advisor to the R20 Foundation. In this role, he successfully established the first global private blended investment fund (Sub national Climate Fund up to 750 M$USD) for local governments in developing countries for their green infrastructure, contributing to the Sustainable Development Goals (SDGs) in general, the Paris Agreement (COP 21) in particular. Thanks to this first success, other investment facilities are being developed: PAMEX (Plan Méditerranéen Exemplaire 2030 - initiative of President Macron) Local Investment Finance Facility for the Mediterranean (PLIFF) with the Union for the Mediterranean (UfM) and the equivalent for West Africa with the BOAD (West African Development Bank).

Previously (2005 - 2011), he was Director of the Hub for Innovative Partnerships at the United Nations Development Programme (UNDP), where he coordinated the relationship of local/regional authorities with the United Nations system. In this capacity, he developed a number of initiatives, such as the Territorial Approach to Climate Change (TACC), which aims to chart a new low-carbon development pathway at the sub-national level, with official recognition of the role of local and regional authorities by the UN States Parties. Amongst other things, in Marseille (under the presidency of Michel Vauzelle), he enabled the creation of ORU-FOGAR with the support of several Presidents of French and international regions.

In addition, Mr Nuttall set up the CIFAL network (more than 20 training centers around the world for local authorities on the themes of urban planning, waste and water management) within the United Nations Institute for Training and Research (UNITAR: 1993 - 2005). He also launched the international multi-public-private partnership initiative on access to basic services, adopted at the UN-HABITAT Governing Council in 2007. The initiative was subsequently adopted by ECOSOC in 2009, leading to the inclusion of access to water in the list of human rights in 2011.

He previously worked as a space engineer at CNES (the French space agency) and was scientific advisor to the French Ministry of Foreign Affairs (1990 - 1992) for the creation of the Sahel and Sahara Observatory, an initiative of President François Mitterrand and Chancellor Helmut Kohl.

Mr Christophe NUTTALL holds a degree in environmental engineering (University of Rouen - 1986) and a PhD in development geography (university of Rouen and Paris Sorbonne - 1989).

On a private level, Christophe Nuttall has broken the altitude record for cyclo-touring: Peru 1981 altitude 5000 meters. Sports: skiing and scuba diving.
